We have successfully completed another phase of the commissioning process of the AES Huntington Beach Energy Project (HBEP), the Steam Purity Run. The next phase, Initial Steam Turbine Run, has begun and is expected to continue for about 2 weeks. During this phase we will perform a series of tests on the steam turbine as well as other control systems.

We are making great progress and every step of the commissioning process results in better plant performance, including reductions in noise. Through this phase, our neighbors may, at times experience noise levels above normal for the area. You can also continue to expect to see white steam plumes from different points of the HBEP.

Commissioning activities will occur 24 hours a day, 7 days a week, and we expect the noise levels to decrease as we progress through each step of the commissioning process. Noise related to commissioning activities is temporary and not part of normal operations. When the new plant is ready for normal operation, AES must conduct noise testing in the community to demonstrate that noise levels will meet our permit requirements. We anticipate noise testing to take place sometime in December 2019.

Work at the construction laydown yard located on Magnolia Street and Banning Avenue will resume the week of November 1. This work will consist mostly of grading activities to prepare the site to be returned to the owner by end of December 2019. This work is limited to normal construction hours; 7 a.m. to 8 p.m., Monday through Saturday.
